Summary

Congressional Campaign Fairness Act of 1993 - Expresses the sense of the Congress that campaign expenses and the influence of political action committees have become too great, and that candidates should maximize the amount of contributions from within their States. Directs congressional candidates to voluntarily limit campaign expenditures. Amends the Federal Election Campaign Act of 1971 to: (1) limit contributions from political action committees; and (2) establish political party contribution limits.
