Territorial Sea Extension Act of 1988 - Declares that, except as provided in any law enacted after this Act, the authority of any Federal agency and the legal rights, interests, jurisdiction, or authority of the States, territories, and possessions of the United States shall not be extended beyond its previous geographical limits by the extension of the territorial sea of the United States.
