Summary
Amends the Export-Import Bank Act of 1945 to direct the Board of Directors to promote respect for human rights. Requires the Board to take into account the observance of human rights prior to approving any financial transaction in support of exports. Requires the semiannual reports of the Board to include progress on the reduction of export financing instrumentalities. Requires the Board to submit nuclear proliferation assessment statements to Congress prior to approving any extension of credit.
