Summary

Soybean Production Program Improvement Act of 1986 - Amends the Agricultural Act of 1949 to set soybean price supports for the 1988 through 1990 crops at $5.02 per bushel. (Repeals the current price support provision for such crop years.) Directs the Secretary of Agriculture, for each of the 1986 through 1990 soybean crops, to permit a producer who agrees to forgo loan eligibility or to repay nonrecourse loan at full face value to obtain specified amounts of commodity marketing certificates.
