Summary
Amends Federal postal law to permit the mailing of wine if it is mailed by a licensed winery governed by specified regulations. Amends Federal criminal law to: (1) exempt such winery from fines or penalties; and (2) permit the mailing of such wine in Indian country, subject to the restrictions of this Act.
