Used Oil Recycling Act of 1988 - Amends the Solid Waste Disposal Act to prohibit the Administrator of the Environmental Protection Agency from listing or identifying recycled used oil as a hazardous waste under such Act. Directs the Administrator to propose management standards, within 180 days of this Act's enactment, governing the storage, transportation, and processing of recycled used oil.
