Amends the Disaster Relief Act of 1974 to require the Director of the Federal Emergency Management Agency to deploy at least one disaster relief specialist to any area in which a major disaster is imminent in order to: (1) assist State and local officials in developing disaster preparation programs; and (2) place field staff in advance and take other measures to ensure expeditious post-disaster assistance.
