Summary
Amends the Federal Deposit Insurance Act to require each Federal banking agency to: (1) prescribe regulations requiring insured depository institutions with financial problems to establish periodic random controlled substance testing of directors and officers; and (2) provide for removal and barring of personnel who test positive or who refuse to submit to the test from further participation in the conduct of the affairs of any insured depository institution.
