Creates a National Commission on the Lending of Authors' Works to consider whether specific compensation to authors for the lending of their works would promote authorship in the United States without adversely affecting the reading public and to make recommendations for a compensation system. Requires the Commission to include the Librarian of Congress. Requires the Commission to report to the President and the Congress within one year of its first meeting. Requires the Commission to make a final report within two years of such meeting. Terminates the Commission after it submits such report. Authorizes appropriations.
