Summary
Prohibits the salaries of the Vice President, Senators, Members of the House of Representatives, the Resident Commissioner of Puerto Rico, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the majority and minority leaders of the Senate and House of Representatives from exceeding the rate of pay in effect on September 30, 1978, until Congress approves a budget resolution in which the total budget outlays do not exceed Federal revenues for the fiscal year. Prohibits any increase in the rate of pay for such positions from taking effect earlier than the beginning of the next Congress.
