Amends the Federal Power Act to authorize the Federal Energy Regulatory Commission, with respect to any rate or charge in effect pursuant to a Commission rule or order providing for market-based prices for a transmission or sale of electric energy, to order a refund of that portion of charges which it finds to be in excess of a just, reasonable, and not unduly discriminatory or preferential rate or charge. Bars certain retroactive refunds.
