Summary
Directs the Secretary of Agriculture to convey, without consideration, all right, title, and interest of the United States to certain lands in Stone County, Arkansas, to any person claiming deprivation by the United States of title to such land, provided certain defined conditions are met. Empowers the Secretary to issue a quitclaim deed to any such claimant for the parcel to be conveyed. Authorizes appropriations.
