Summary
Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to require that any hearing on claims made pursuant to such Title or to Title XVIII (Medicare) be conducted on the record and in accordance with the procedure set forth for the conduct of adjudications under the Administrative procedure Act. Directs the Secretary of Health, Education, and Welfare to appoint administrative law judges at not lower than the GS-16 grade to conduct such hearings.
