Summary
Requires the Secretary of Agriculture to carry out the Rural Environmental Assistance Program pursuant to the Soil Conservation and Domestic Allotment Act. Allocates for fiscal year 1973, 80 percent of the amount appropriated, and for subsequent fiscal years an aggregate amount equal to the sums appropriated. States that no funds provided pursuant to this Act shall be used for any cost-sharing practice whose primary purpose is increasing the production of agricultural commodities. (Amends 16 U.S.C. 590)
