Summary

Limits foreign assistance to programs for food production and nutrition, disaster relief, and military assistance. Exempts Export-Import Bank programs and U.S. contributions to international organizations. Directs that preference for food assistance be given to those countries promoting labor-intensive agriculture on small individually owned farms. Establishes a Commission on International Hunger Assistance to coordinate and develop programs involving food production technologies and to advise the President. Directs the Commission to report annually to Congress concerning its activities. Makes this Act effective through October 1, 1984. Terminates any inconsistent foreign assistance program as of October 1, 1979.
