Summary
Provides that no fishing vessel, fish processing vessel, or fish tender vessel over five tons may be issued a certificate of documentation, a registry, or a certain fishery license after October 31, 1986, unless it is built in the United States and, if corporately owned, a controlling interest in such corporation is owned by U.S. citizens.
