Summary
Provides, under title XIX (Medicaid) of the Social Security Act, that a State plan for medical assistance must include all indivduals who would be eligible for aid under any other State plan and whose income is insufficient to meet medical care costs. Provides that such assistance shall be equal in amount, duration, and scope to that available to other specified groups. (Amends 42 U.S.C. 1396(a))
