Summary

Establishes within the Executive Office of the President a National Flag Commission, composed of nine members appointed by the President. Directs the Commission to make a thorough study of prevailing laws, customs, and conventions relating to the use and display of the flag of the United States, and to submit its recommendations to the Congress no later than January 1, 1975. Authorizes the Commission to conduct hearings to take testimony and to receive evidence, and empowers the Commission to secure information directly from any department or agency of the United States. Authorizes the Commission to use the franking privilege, and directs the payment of salary for the Commissioners and the provision of administrative support services for the Commission.
