Summary
Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to direct the Secretary of Health, Education, and Welfare to appoint a Special Advisory Council on Social Security Financing. States that the purpose of such Council shall be the conduct of a study of ways and means by which the present system of financing may be phased out and replaced by an actuarially sound method whereby payments are made from accrued interest rather than principal or general revenue moneys.
