Summary
Amends the Export Administration Act of 1979 to direct the Secretary of Commerce to permit the export, under a general license, to any destination of any gift parcel, subject to the appropriate conditions, except that the Secretary may not impose a restriction of less than $400 in a domestic retail value for each such gift parcel.
