Summary

Amends the Violent Crime Control and Law Enforcement Act of 1994, with respect to labels on products, to require the Federal Trade Commission, in reviewing labels on any watch or watch movement that state a United States or foreign country of origin or any advertising relating thereto, to determine the country of origin of the watch or watch movement on the basis of the substantial transformation criteria established by the United States Customs Service.
