Summary

Directs the Secretary of Transportation to amend certain Federal regulations to provide that: (1) all handicapped persons shall be eligible to use public bus service (special service or on-call accessible bus service) provided by a recipient of Federal financial assistance; and (2) any costs incurred to accommodate the special needs of such handicapped persons on a fixed route bus shall be eligible to be counted in determining whether the recipient has exceeded its limitation on required expenditures.
