Summary

Fee on Lobbyists Act - Amends the Lobbying Disclosure Act of 1995 to require each registrant to pay an annual fee of $25 to the Clerk of the House of Representatives and $25 to the Secretary of the Senate when filing the lobbyist registration and when filing the first quarterly report for each year. Applies this requirement to new registrations. Directs the Clerk and the Secretary to reconcile their databases so that information in them is compatible and easily comparable. Sets a penalty for failure to file timely reports of $500 for a first failure and $1,000 for a second or subsequent failure. Makes funds from such fines available for the review and auditing of registrant filings and reports. Requires the Clerk and the Secretary to maintain and make publicly available a list of all persons who fail to file required reports by the required dates. Requires removal of a person from that list upon the filing of the report and payment of the fine.
