Summary

China Market Access and Export Opportunities Act of 1999 - Directs the President to increase the rate of duty with respect to one or more products of China if it is determined that China is not: (1) according adequate trade benefits to the United States; or (2) taking adequate steps or making significant progress to become a World Trade Organization (WTO) member. Grants, upon China's accession to the WTO, nondiscriminatory treatment (most-favored-nation) treatment to Chinese products.
