Summary
Establishes the Cougar Lakes National Recreation Area in the State of Washington. Designates specified lands in such area as wilderness to be administered by the Secretary of Agriculture in accordance with the provisions of the Wilderness Act. Requires the Secretary to administer the recreation area in accordance with the laws, rules, and regulations applicable to the national forests for public outdoor recreation. Requires the Secretary to develop and submit to specified Congressional committees, within one year from the date of enactment of this Act, a comprehensive management plan for the area which shall provide for a range of land uses and recreation opportunities.
