Flood Mitigation Enhancement Act of 2006 - Amends the National Flood Insurance Act of 1968 to make the demolition and rebuilding of structures located in areas having special flood hazards or other areas of flood risk to at least base flood elevation or any greater elevation required by local ordinance eligible for assistance under the flood mitigation program.
