To limit the number of years that a person may serve consecutively in certain congressional committee staff positions, in the Senior Executive Service, and in certain other executive branch positions.

Summary

Limits to 12 the number of consecutive years a person may serve in the following positions: (1) positions compensated for at least 60 days at a rate of basic pay equal to or greater than the annual rate of basic pay in effect for grade GS-16 of the General Schedule on the staff of any standing, select, or special committee of the Congress, or any subcommittee or joint committee between the two Houses; (2) Senior Executive Service positions; (3) Schedule C positions compensated at an annual rate of basic pay greater than the annual rate in effect for grades above GS-15; or (4) Executive Schedule positions. Excludes service in a position before the enactment of this Act from the numbers of years served.
