Summary

Requires the Mayor of the District of Columbia to include in the annual budget estimates of the Mayor, beginning with fiscal year 1977, the estimated value of water, water services, and sanitary sewer services to be furnished to the United States during the fiscal year for which such budget estimates were prepared. Stipulates that nothing contained in this Act relieves the United States of its obligation to make payments for the water, water services and sewer services provided prior to fiscal year 1977. Requires payment by October 1, 1977 for all such services outstanding on that date, subject to adjustment within two fiscal years.
