Summary
Designates certain lands in the Los Padres National Forest, California, as the Dick Smith Wilderness. Requires that the management plan for such wilderness authorize the Forest Service to take any actions necessary for fire prevention and watershed protection therein. Amends the Act establishing the San Rafael Wilderness to transfer a portion of the lands in such wilderness to the Dick Smith Wilderness.
