Summary
Prohibits any U.S. aid for military or paramilitary operations in or against Nicaragua unless: (1) the President determines that such aid would be in the national security interest; (2) the President submits to Congress a report containing a description of the proposed aid and a certification that such aid is in the national security interest; and (3) the Congress enacts a joint resolution approving such aid. States that the prohibition does not apply to aid furnished solely for humanitarian purposes.
