Amends the Ethics in Government Act of 1978 to make a prohibition on the receipt of honorarium by Federal officers or employees (excluding individuals who are Members of the House of Representatives or officers or employees whose compensation is disbursed by the Clerk of the House) inapplicable if the honorarium is unrelated to the official duties of an individual's position or is not paid because the individual holds such position.
