Summary
Provides, under the Federal Water Pollution Control Act, that before approval of any grants for sewage treatment works, the applicant must provide for the licensing of persons managing and operating such works. Requires the establishment of Federal standards of licensing of persons operating treatment works to insure that such works will be managed by persons having the technical skills to operate such facilities in the most efficient and effective manner.
