Amends the Presidential Inaugural Ceremonies Act to define the status of the Inaugural Committee as a nongovernmental committee. Declares that the Secretary of Defense, when providing the services of members of the armed forces for any nonpublic event, may utilize only members who have volunteered for service with the committee.
