Summary

Non-Proliferation Act of 1990 - Requires the President to prohibit the importation of products from foreign persons that: (1) export nuclear materials and equipment or sensitive nuclear technology in violation of the Atomic Energy Act of 1954 or the Nuclear Non-Proliferation Act of 1978; or (2) export nuclear explosive items which are controlled under the Export Administration Act of 1979, the Arms Export Control Act, or the Military Technology Control Regime. Requires the President to impose similar sanctions against other entities that are under the control of such foreign person. Requires the President to make annual determinations with respect to foreign persons engaged in the export of such items. Authorizes the President to waive imposition of such sanctions if a specified certification is submitted to the Congress. Authorizes any U.S. person to file a petition with the President requesting an investigation to be conducted to determine whether sanctions are needed. Authorizes the President to issue an advisory opinion to persons with respect to whether their activities should be subject to such sanctions.
