Makes this Act applicable to monthly benefits and lump-sum death payments payable after the enactment of this Act. Requires the Secretary of Health and Human Services to recompute the primary insurance amount for such individuals upon application by them or by any individual entitled to monthly benefits on the basis of their wages and self-employment income.
