Summary

Directs the Secretary of Health and Human Services to take such actions as are necessary to ensure that, with respect to each field office of the Social Security Administration in operation as of January 1, 1989: (1) such office is not closed; (2) any type of function performed by such office is not terminated; and (3) no employee of such office is removed, reassigned, furloughed, or reduced in grade. Permits a field office to be relocated if the new location is within the same commuting area as the former site of such office. Requires an annual report to the Congress on compliance.
