Summary

Amends the Uniform Time Act of 1966 to extend the period of daylight saving time from the first Sunday of March to the first Sunday of November. Directs the Secretary of Transportation to study the effects of such extension upon: (1) the use of energy; (2) the incidence of crime; and (3) traffic safety. Directs the Secretary to submit to Congress an interim and a final report on the results of such study.
