Summary

Establishes an executive department to be known as the Department of Education to be headed by a Secretary appointed by the President, by and with the advice and consent of the Senate. Declares that the purpose of the Department is to promote the cause and advancement of education throughtout the Nation. Enumerates the responsibilities of the Secretary, including; (1) to advise the President with respect to the progress of education; (2) to develop and recommend to the President appropriate policies and programs to foster the orderly growth and development of the Nation's educational facilities and resources; (3) to conduct continuing and comprehensive surveys, collect data, and make available findings, on the progress of education; and (4) to provide information and such other assistance as may be authorized by the Congress to aid in the maintenance of efficient school systems. Grants to the Secretary the appropriate administrative powers to carry out the purposes of this Act. Provides for the orderly transfer of the Education Division from the Department of Health, Education, and Welfare to the Department of Education. Requires the Secretary to make an annual report to the President and the Congress on the activities of the Department during the preceding calendar year. Establishes a Federal Interagency Commission on Education to study and recommend such actions as may be necessary to assure effective coordination of Federal programs affecting education. Authorizies to be appropriated such sums as are necessary to enable the Department to carry out the provisions of this Act.
