Summary
Requires the Director of the Bureau of Economic Analysis of the Department of Commerce to publish an annual report on the gross domestic product of the following U.S. territories and freely associated states: American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, the Marshall Islands, the Federated States of Micronesia, and Palau. Revises provisions concerning the Guam and Northern Mariana Islands Visa Waiver Program to require the Secretary of Homeland Security (DHS) to provide for an alternative procedure for the inclusion in the Program of tourists from countries providing a significant economic benefit.
