Summary

Directs the Secretary of the department in which the Coast Guard is operating to cause certain hydrofoil vessels to be admitted to the coastwise trade upon compliance with specified conditions of maintenance and repair. Prohibits the operation of such vessels in certain waters if any other coastwise-qualified hydrofoil vessels are already operating or begin operation within three years of enactment of this Act.
