Amends the Federal charter for the AMVETS organization to: (1) change the meaning of AMVETS to American Veterans (currently, American Veterans of World War II, Korea, and Vietnam); (2) revise the composition of its governing body; and (3) provide for its headquarters and principal place of business to be within the Washington-Baltimore area (currently, the District of Columbia).
