Summary

Permits, under the Commodity Exchange Act, the delivery of any commodity at such points and price differentials as the Secretary of Agriculture finds will diminish price manipulation, market congestion or the abnormal movement of such commodity in interstate commerce. (Amends 7 U.S.C. 7(a))
