Summary

National Center for Productivity Act - Establishes as an independent agency of the executive branch of the Government the National Center for Productivity. States that the Center shall consist of a Council, an Executive Committee of the Center, an Executive Director, and a staff. Declares the purpose of the Center, including: (1) to advise the President and the Congress with respect to productivity; (2) to advocate institutionalization of national policies for productivity growth; (3) to identify useful practices for enhancing growth of productivity; and (4) to increase public understanding of the need for increased productivity. Stipulates that the Council shall be comprised of no more than 30 members appointed by the President. Directs the President to select a Council Chairman. Stipulates the composition of the Executive Committee. Creates the position of Executive Director who shall be appointed by the President. Makes the Director responsible for the exercise of all powers and the discharge of all duties of the Center as set forth in this Act. Authorizes the Director to: (1) receive money or other property donated; (2) appoint and fix compensation of such persons as may be necessary; and (3) obtain the services of experts and consultants. Requires the Center to maintain a full-time staff, appointed by the Executive Director. Transfers the objectives, duties, functions, and authority of the National Commission on Productivity and Work Quality to the Center, and abolishes the Commission. Authorizes to be appropriated such sums as are necessary to carry out the purposes of this Act for fiscal years 1976, 1977, and 1978.
