Directs the Secretary of the Interior to: (1) convey by patent to Miles City, Montana, specified lands; and (2) nullify provisions limiting the use and prohibiting the transfer of lands previously conveyed to Miles City and Custer County. Requires any patent issued pursuant to such conveyances to contain a reservation to the United States of all mineral rights of such lands.
