Summary
Directs the Federal Emergency Management Agency (FEMA) to establish and carry out a program to designate and distribute excess manufactured housing units located at Hope Municipal Airport, Arkansas, to eligible government entities to provide affordable rental housing. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to to revise procedures for the disposal of temporary housing units purchased by the President for housing disaster victims to require, as an alternative method of disposal, the transfer of such units to the General Services Administration (GSA) for disposal as excess property.
