A bill to amend section 412 of the Federal Aviation Act of 1958 to require the Civil Aeronautics Board to disapprove certain pooling and other agreements between air carriers unless the Board finds that no party to any such agreement will, by reason of payments received under such agreement, continue to earn a profit during any period of labor dispute between such party and its employees.
