Summary

Amends the Congressional Budget Act of 1974 to prohibit the consideration of any bill or resolution providing new budget authority or new spending authority for a fiscal year within the jurisdiction of any committee which has received an allocation until that committee makes the required allocation of subdivisions in connection with the most recently agreed to concurrent resolution on the budget for such fiscal year. Permits a waiver of such restriction by a two-thirds vote of the Members voting. Permits a Member to require a recorded vote to proceed to consider any bill, resolution, or amendment which breaches an allocation or subdivision made by a committee. Permits each congressional committee, at any time, to revise the subdivisions made by it.
