Summary
Terminates the Department of Education on December 31, 1985. Requires the President to submit to Congress within 60 days after termination a plan for transferring the functions of such Department to other Federal agencies. Prohibits such plan from creating a new executive department. Provides that such plan shall take effect unless disapproved by resolution of either House of Congress within 60 days of submission. Requires submission of successive reorganization plans until a plan takes effect.
