Summary
Revises the shipping laws with respect to the certification and inspection requirements which apply to articulated tug-barge systems, stating that (1) the method of linkage between tug and barge in any such systems shall not be deemed to establish the weight of th tug; and (2) with respect to tonnage assignments any tug which is capable of independent operation shall be deemed to be a separate unit for inspection purposes.
