Summary
Provides that the payment of retired or retainer pay which would otherwise be made to a member of the armed forces shall be paid by the Secretary concerned to another person to the extent provided for in the terms of any court decree of divorce, annulment, or legal separation. Stipulates that such direct payment shall only be made after the required notification (as set forth by this Act) of such obligation is received by the appropriate agent or Secretary of the military department concerned. Directs the President to promulgate implementing regulations.
